Consultation on South Dunfermline Land

Local opinion requested on how South Dunfermline land should be used for housing

A consultation is underway looking for local opinion on a proposal for houses to be built on the land beside Masterton Primary School - the land at the corner of Aberdour Road and Lapwing Drive.

This consultation, led by EMA Architecture and Design Ltd, is focussed on looking at how the site would be used for housing and one commercial unit.

What is being proposed?

An in-person consultation event was held on Tuesday 10th February, with a display of information boards outlining their proposals.

The proposal is for housing, which will range from 2-bed terraced housing up to large 5-bedroom detached homes. The proposal includes a proportion of the homes delivered as affordable housing, and a small retail zone (likely to be one shop). Also outlined is the development of footpaths, boundaries on the northern, western and southern sides of the estate and a SUDS basin.

Has previous feedback been taken into consideration?

If you gave feedback at the previous consultation event on 30th June 2025, you might find a response to your feedback here:

How can I give my feedback on the proposal?

Residents are encouraged to submit feedback, with 2 options:

  1. Print, complete and return the form below by post.

  2. Send an email to info@ema-architects.co.uk quoting ‘Dover Heights’ as the subject.

You can give any feedback at all, and the following questions can be used as a starting point:

●       What aspects of the overall concept do you like or dislike?

●       Are there any ways in which we could improve the proposal?

●       Do you feel the proposal will help to improve the site and surrounding area?

●       Do you have any other comments?

Please take a few minutes to comment if you can. The consultation remains open until 3rd March.

What if I don’t agree with the land being used for housing or with this proposal?

If you are opposed to this land being used for housing, please keep an eye on our South Dunfermline Community Council website and SDCC Facebook page. We will be watching for the next stage of this process when the developers take their consultation results and their proposed plans for the site to Fife Council as a Planning Application. It is at this point that we can voice our opinions on whether we think this land should be used as proposed by the developers and there will be a 3-week period to formally comment to Fife Council.
